Egypt-wide Intranet Mesh Network
Modify commonly-available internet USB dongles to create an intranet mesh network that would help maintain connectivity should the internet be shut down – as well as increase the network connectivity of underserved, or more network poor regions of the country (increase the size of the periphery). A sufficiently wide intranet network would increase opportunities for members of the network to access any remaining connections to the outside world

Yes I agree with Paul the wireless routers is the way to go, allow them to connect to each other when internet is shut down and anyone who connects will be presented with a forum where people can communicate. The whole point of routers being able to connect to each other is to allow the network to expand to the widest area possible.
